Stephen Leung Joins IDA as CEO
IDA is pleased to announce the appointment of Mr. Stephen Leung as Chief Executive Officer (CEO), effective 15 September 2025.
As CEO, Mr. Leung will lead IDA’s efforts to advance blockchain finance and enable businesses to seamlessly connect Web2 and Web3 through innovative stablecoin solutions. He will be responsible for shaping IDA’s strategic direction, identifying new growth opportunities, and driving the organization’s success in the rapidly evolving Web3 landscape.
Mr. Leung is a seasoned leader with extensive experience in the banking and fintech industries. He brings expertise in technological innovation, strategic transformation, and building strong partnerships that drive digital advancements, enhance operational efficiency, and strengthen risk management—all contributing to sustainable organizational growth.
Before joining IDA, Mr. Leung served as General Manager and Group Chief Information Officer (CIO) at The Bank of East Asia, Limited (BEA). In this capacity, he led the Technology and Productivity Division, developing and executing strategic plans while overseeing enterprise information systems to support BEA’s business growth. He also spearheaded fintech initiatives, promoting fintech adoption and fostering innovation.
Demonstrating his commitment to continuous professional development, Mr. Leung has been admitted to the Kellogg-HKUST Executive MBA Program (Class of 2027/KH29), a globally recognized program that cultivates leadership excellence and strategic vision.
